stagnated branch after topping

thank you for the detailed instructions on topping the flf, they helped me a lot. i have a question though: i followed the instructions and was extremely happy to see 2 bumps on the trunk under the cut in about 3 weeks after topping. but then one of the bumps rapidly developed into a new branch with 2 leaves on it, but the other is still sitting as a small husked pike. looks like the development stagnated. it sits close to the leaves so maybe not caught enough of sun. is there hope for it or it would not develop any further?
